He showed up to fall camp his frosh year at Oregon (he was playing baseball over the summer), as the 5th qb and his goal was to someday get a rep or two in a real game. He was first backup by the time the first game came around and was the starter 5 or 6 games in. He literally had no idea how good he was or could be.

You seem to be looking strictly as success in the postseason with the exception of Lamar Jackson. If one were to watch regular season tape, it would be shockingly apparent that Herbert is far and away better than any of the B and C quarterbacks you mentioned. He has a cannon of an arm, he makes brilliant decisions, and is widely regarded as the best pocket QB in the league. His career thus far has been short. So to only look at postseason success would foolhardy because it’s terrible at forecasting an entire career or recognizing a body of talent like Herbert. The tape shows just how brilliant he is. He won’t be paid for team achievements up to this point but rather a down payment hope for success going forward. Recent teams that have been met with ultimate success in the postseason go to show that it’s a must to have a franchise QB as a cornerstone. As far as your question about why QB prices are compared, that’s just the way the league works financially for all positions because of the salary cap. If a specific player at a specific position gets paid X amount of dollars, well that’s the new comp for the position at this time because that’s what the market will bear and therefore, that’s what every premium player at the position will be gunning for because they want to maximize their value like everyone else. So why are Mahomes and Burrow compared you ask when as you see it, they are of equal value to their teams? Well that’s just it. They are both going to get paid as much as the market will bear and still have their teams be competitive. It all comes back to the salary cap and them trying to get as much as possible whilst still trying to have their team be competitive.
