Some man literally came into my garage yesterday with a clipboard. I was squatting 150 lbs standing in a pair of shorty shorts and a sports bra asking me to give him 10 minutes of my time to answer questions. I told him to get off my property. He dropped a piece of paper on my garage floor and told me if I dont fill it out Im going to jail.
And some dude came to my home yesterday when i didnt even have a mask on and told me im required to take the census, i told him I prefer to do it online since i feel uncomfortable taking the census without a mask on due to this pandemic, and apparently, yesterday was his 3rd visit to my place but none of my neighbors have been asked to take the census, i was led to believe they randomly pick people to take the census so why am i the only one in my neighborhood being asked to take it over and over? IF there sending you mail at the address , well then they know who lives here right ? Use the money they waste on mailers and census takers and put it in the fund for roads , schools , hospitals ect .
People move, have multiple homes, deploy, are homeless, never update their mailing address etc. it has to be as accurate as possible so that they can distribute money for roads, hospitals, schools etc. They send the mailers out in hopes that people respond so they do not have to go to every single door in the nation, which then everyone complains about.

Constitutionally, they are only allowed to ask how many adults live at a given address. That's it. Everything else is optional. Age, sex, DOB, phone number, Rent or own, ethnicity? C'mon. You are not required to answer those questions. It was never intended to be anything other than a head count for the purpose of representation. I did it online and guess what? I clicked past every question except the person count, but you have to click "next" twice. Otherwise, it highlights the fields in red making you think you are required to answer. Nope. Got a message saying: "You just completed the 2020 census". Done.

Damn... a person who works for census came to my house today but since mommy wasn’t there I had to answer all the questions you mentioned above :,( I was suspicious afterwards and now It’s too late to take those answers back. Next time I’ll know to skip those questions if they come to my house or mail it
Personally, I have never answered any question beyond "how many people live here" and sent the form back in. The rest of the questions are none of their business. We need to remember that it was the 1940 census that told the government where the people of Japanese ancestry lived. And it was the 1950 and 1960 census that told where young men subject to the draft might live. In times like this, it is reasonable to make the government work harder and spend more money to get the information they need for their despicable actions.

The census is to count the population and give you representatives in government. It also provides information so they can provide funding for your city and neighborhood for things like schools, fire stations, and other public services.
Agreed, they know who's where by illegal taxation records. IRS knows where each taxpayer is at least. Credit, debit cards and other purchases report the rest. The Congress needs to be informed how many citizens are in each state, and where they are domiciled within each state, so it will be known to how many representatives each state is entitled, and how their districts are to be drawn.
The goal of the census is to get a population count, no? In that sense, prosecution wouldn't make sense because in order to prosecute, you have to know who you're prosecuting. If you know who you're prosecuting, you have the information needed for a census. Or, that's how it looks to me anyway.

I understand it’s our legal responsibility to have accurate representation. However, that is for a headcount. Why are the other questions required and why can’t you invoke the 5th amendment on the other questions other than headcount?

Every 10 years you are required to give count of people living at the residence ... that's it. This American Community Survey is different, extremely invasive. Read our 5th and 4th Amendment guys.
Yes, the American Community Survey is very much of an overreach with the questions that are asked, one question is how much could you sell your house for, answer: i don't work in real estate, please ask a real estate professional. Also, why do they ask if you were born in the US and what state but later in the survey they ask are you a US Citizen, well, if you answered the earlier question that you were born in the US, why do you need to answer the question later in the survey, typical of the idiots in our government.
Article 1, Section 2 of the United States Constitution is where the Census is authorized. If you read the Constitution, it uses the word "Enumeration" which a good dictionary will define as meaning to count. Therefore, the Constitution only allows a census taker to count you and that is all!

Any further questions asked by the census are federal law and, as long as they do not *violate* any part of the constitution, are still considered constitutional. What does the time i leave for work have to do with anything? How many rooms i have in my home? How much i pay in taxes on my home? How many and what kind of forms of communication i have in my home? (Computer and internet) How much land i own and if I've made money from agriculture? The census is ridiculously invasive for no reason. I got the letter in the mail and went ahead and entered the code it had into the website. It spit out my EXACT address and asked if I live there.... yes.... You guys sent it to me and know my address. That being said I only answered questions of the household pertaining to how many people live there and their names. Nothing else. Not our race, our ages, our incomes, if we partially live somewhere else, etc. The page will mark the boxes unanswered red but keep clicking next until youre done. It will submit it as completed.
Steve - I think you are conflating two issues. There is the "actual enumeration" part of the census, in which they count the people for the purpose of congressional apportionment. And then there is all the other marketing-style questions about how many bathrooms are in your house and so forth. In my experience, most of the census pushback is against the marketing questions. I've never known anybody who didn't want to be counted themselves, but I met a few people who don't want the government counting their bathrooms. Maybe consider doing a follow-up video in which you address this distinction? You alluded to it briefly in talking about how there are limits on what the census can ask (no questions about religious belief or practice). Can you go into more details? Do the same penalties apply to people who skip some of the secondary questions as to those who skip the census entirely? Is is the answer "we don't know because the statutes are not enforced"? Do you not consider it disingenuous of the government to say "We are constitutionally mandated to enumerate the people, hence you must tell us how many bathrooms there are in your house." Seems like there is a category error in that statement, does it not?

The Decennial Census is allowed for by Congress. (Done every 10 years.) The American Community Survey is not the Decennial Census, and they do not have the same Congressional approval for it.
As much I would love to, these question are getting to intrusive and personal, it was asking for health conditions and disabilities, income and status, cost of utilities, as well as the income of those who lived with me? How can the commerce bureau protect my data from any leaks and misused the data by other government agencies like the IRS/immigration . I work as an information system auditor and I am not comfortable sharing this information to anyone as confidentially is my line of work. The Fourth Amendment to the Constitution protects us from government searches unless there is some compelling reason for them. I am fine with some question but these questions from the ACS I believe is an intrusion to my personal privacy.
The amount of congressional seats is fixed at 435. The census doesn't determine if we need more or less. Instead, the census determines how district lines are drawn. Not completing the census only serves to reduce your community's representation in the legislative branch.

You need to tell them how many people live in your house. THAT IS IT !! That is what the constitution (remember that document?) says. None of their (or anybody else) damn business what my name is, if I have internet, indoor plumbing. What my income (if any) is. The constitution says we have a right (implied) to privacy. I don’t mind if the government or anybody else asks me nosy questions, but they are light years out of line when they strongly imply that answer are mandatory. I’m an old man, and I have NEVER answered a census question with other than number of people live here. I tell them to go take a flying fuck at the moon. They wheedle, threaten, try to shame me (it’s your civic duty, etc). But they eventually just decide I’m not worth the trouble. You cannot lie to them, but to HELL with answering their questions.
The language in the Constitution that enables the census is in Article 1 Section 2. It could reasonably be read to limit the questions to the number of people who live at a particular address. The grey area is their right to ask additional, seemingly endless questions. How many questions are on the current long form census? While there obviously are some that desire the information being sought, how do they justify "compelling" the responses given the language in the Constitution?
Actually the Constitution is why we have representatives in government. It's why we can vote for them. It's why you can say what you did here and not get jailed for it.

The Constitution requires the census to count the population for apportion. In 2010 I got the Census and answered the questions on how many people lived at that address. The rest I left blank. I got several letters and visits to get me to answer the other questions, but I refused. They went to neighbors to try and get some information like race. Once the got the race of the occupants defined, the went away. I choose not to spend time looking up old records on housing price, transit times, etc. No fine. Your mileage may vary.
I answer for the number of people in the household, but all the questions about employment, race (of course democrats would love to have that data), income, and other non-relevant questions I do NOT answer. The federal government is way too intrusive and is not trustworthy with that kind of data.
I did it online this morning. they did ask some questions that did not pertain to the one relevant question of "how many people live at your residence"... BUT good news! you can skip any of the questions you do not want to answer by clicking the "next button" twice. I was worried they would not let you move on and submit the form if you did not answer the irrelevant questions, but that is not the case.

Thanks Steve, I just had a Federal Agent, informing me in an officially threatening tone to advise me he was investigating my violation of Federal Law and to serve me official notice. He said I was mailed an official Census packed two months ago which I did not complete and return which was an obstruction of Government operations, and if I refused to complete the in-person interview, I could be charged with a Federal Misdemeanor punishable by up to a $5,000 fine and a year in prison, and proceeded to ask questions as to if I was willfully refusing the survey. At which point I said "If I'm under investigation for a crime, I reserve my right to remain silent. He said "I would not advise that, this is required by Federal Law and if you refuse you could be in serious trouble!" I said: I'm half naked let me put some clothes on. He was quick to point out that he was a retired federal Police officer and Federal Census agent trying to save me a lot of trouble and that the interview would only take 8mins. The census interview from the 46 page questionnaire took over 40mins, including my full name, date of birth, phone Number and etc. Plus questions such as If I was a citizen, how long I had been in the country, several questions about my mental health, My monthly income and annual income, my employment history, My previous employer's name, Pension income how much I pay for rent, the type of phone and internet I have, what sort of health and home insurance I have. Many have expressed concern that such new and invasive questions in the 46 page questionnaire could be used to identify persons who are in the U.S. unlawfully, IRS Tax Enforcement, or to question eligibility for government entitlements, and subsequent incrimination, investigation and prosecution for fraud. When the Census agent asked questions about my race I said "Human Race" but he said that was unacceptable as 'Human' is not a race. I said put: "Human Race" in the "Other" box then. He said that might get me fined as giving false information. I said what if I identify as a puppy or cat, would that be a violation of federal law? So he put down "Human" for race. Something for which I could be fined $5000? The Agent who claimed to be a retired Police officer and federal Law Enforcement agent made reference to a year in prison if I answered the wrongly I could be subject to a $1,000 fine and up to a year in prison, the only reference I found relating to Census forms was the following: 13 USC 222: Giving suggestions or information with intent to cause ... §222. Giving suggestions or information with intent to cause inaccurate enumeration of population ... shall be fined not more than $1,000 or imprisoned not more than one year, ... and "Department of Commerce or bureau or agency thereof" was substituted for "Census Office", to conform with 1950 BTW, 'Male' and 'Female' where the only options for "SEX" on the Census form, rather than 'Non-Binary', 'Trans', 'Butch', 'Gendervoid', and the 68 plus offical genders. Is Sex different than 'Gender' as far as government is concerned? If so why are we bothering with all this pronoun and gender-bender argument, and not dealing with 'SEX' rather than 'gender'?

Giving the government information about yourself is always a bad idea. They have a bad habit of using it against you. According to a judge I was just watching the only info youre required to provide is how many people live at your address. Thats all im going to give them
Their is no such law that says you have to answer questions. The only constitutional right they have is to count you, that's it. Ask the census bureau agent to show you in the constitution where it's law that you have to answer personal questions. Remember you have a 5th amendment right to remain silent.
They're coming to my door there's been two of them and they're aggressively banging and bringing the doorbell and I'm injured a single senior woman and sometimes have roommates and I don't get my mail here and if I do it's just junk if I toss it. I don't know what to do but I went online and I'm not comfortable answering the questions and I've received their two notice of visits with a code on them and I'm not comfortable calling and I definitely don't want to answer the door because they're strangers and I don't think it's a good idea and I don't want to be harassed or intimidated and I really don't know what to do. I'm a very private person I don't get my mail here and I have received assistance and I have had roommates. I can give a head count but do I have to put my name and everything there's only me here except for roommate sporadically.
This census asks my income, my utility bill amounts individually, my previous address, how many times I've been married (not just if I've been married), the date of my l sdt marriage, what job I had before disability, what my job duties were (guess I should attach a resume for a job I'm not applying for). Now I don't mind being counted, giving an income range, and even if I'm married or not but they don't need the information trail above. They have gotten far more intrusive than they used to be.
I have no problem with the government counting the population of people, but i doubt that’s the only thing they use census data for. The Census has evolved into something possibly un-Constitutional. I even heard you say the word "questions" several times. Not "question" as in "one question." So I kept watching, to maybe hear about the QUESTIONS, on the Census. An attorney for the people, would pick this thing apart, question by question, and not just see it as a single entity, and tell everybody, you MUST do it, it's the Census. I know, I was shocked too. I believe the only question you legally have to answer is how many people are in the home. I am saddened by Steve's response on this one, speaks volumes or he was being lazy; either way it's a travesty to the people that listen to him. In 2010 I only filled out my name, address, and how many people live there. That is all they need for an enumeration. That is what the Constitution authorizes them to collect. They sent someone over to ask the other questions. I told her I don't speak to government agents without an attorney present. She left.
If memory serves, the constitution says a census shall be conducted to count the citizens to distribute representatives among the states. Anything beyond that is unconstitutional. Ten years ago I ignored all the mailings. A census rep showed up one day when I happened to be outside and they were collecting geographic data on residences (I seem to recall having read they were using GPS to get longitude and latitude coordinates at the front door). They started walking into my yard and I asked what they wanted. They said "0h, you must not have seen the sign on my car (8" x 11" taped inside the window), I'm with the Census Bureau and this will only take a second." As if a paper sign taped in your car justifies trespass. I said "Times up, get off my property". They left. A few weeks later an actual census taker showed up. I opened the door, he told me who he was, I said "four" while holding up four fingers, and closed the door. Last I heard of them. So far this year I have received four mailings, all boldly proclaiming my answer is required by law. I'm ignoring them. If they show up at my door, I'll give the current number and close it. None of the "planning and decisions" based on the data outside the headcount is within the proper scope of gov't. As for use by private enterprise, they can fund their own surveys with their own money and I'll answer if I'm in the mood. They have no right to use the force of gov't to use my money and require me to answer to collect their data. When we constantly allow gov't to step outside it's proper role it only encourages more of the same. I do realize the definition of the proper role is widely debated. I chose to go by the constitution myself.
Memory doesn't serve. According to the Constitution, the census doesn't count just citizens. "Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed."

I tossed the ACS in the trash every time it was mailed to me. Finally a lady showed up at my house. I told her I would never answer the ACS and to pound sand. Never heard from the Census Bureau again.
We mark you as trees. Trees do not need roads to drive on, police to help you, fire department if your house is on fire, school buses for children, schools that need federal funding because the population grew, widening of highways due to population, hospitals, representation in the town, state or senate, funding for lunch programs, social security payment increases, Medicare/Medicaid. Even if you never use any of these services that your taxes are stolen from you for, you will still be taxed. Your argument is extremely narrow minded in that aspect. There were roads, schools, firefighters and law enforcement before there were taxes and you're taxed the same whether you use the services or not, with no option or rebate, that makes it theft.

Why is my census booklet 41 pages long and asking so many questions about income, amount of bills and other personal things? It is asking how many rooms are in my home and how much would I sell it for if I were to sell. I've never seen such intrusion before.

They ask questions about things they need to know. You and I may not understand the questions, but there's a reason for them. The Census has been doing this for awhile now, I think they know what they're doing.
@@benx6264 They refer to the American Community Survey which is horribly filled with questions that invade a persons privacy. for example "what time do you leave the house for work?"
I think you should have looked into the statutes to see what questions are authorized. That would justify the lengthy answer to a yes/no question. I always only answer how many people live here, and include a note stating if they require all the questions to be answered, to please provide me with the law relied upon. ....they have never responded.
I haven’t answered the census. I’ll let you know how it goes 😄. They don’t count anything positive they sent me a letter with my name on it in English. They already know who lives here. Where I live. And what language I speak. That’s enough information. Anything past that is the government being nosey and over reaching like they usually do. They havent fixed my roads in years. Telling me that’s what the census is for is bull.
Dont pull weapons on census takers when we come out to verify your answers... Congress demands we do that.... so when we come out the third time to verify its becuase Congress wants to whine complaining we didnt do the census right... so we three times verify the same thing

In Switzerland at first I answered the questions but they kept calling me every several months stating I was obliged to reply. I got tired and refused to reply and legally I should have. However I told them I was busy and they asked me when they could call I told them in 99 years. I never heard from them again.
I filled out the first census and mailed it in once. Got a warning so I did it online. Again got a warning and I did it online. Months have passed. I don't know what's going on but I'm still received a warning just last week. I went online to the census actual site and it said it wasn't taking census count any longer. I got another warning in the mail again with a booklet about 20 pages long. I thought great I'll just fill it out and send it in. Before I put pen to paper I read through the entire Census. The first couple of pages where the norm. Like who lives at the address and name, age and if married, how many kids, So forth. But as I read the questions got way to personal. How many rooms are in the home. What is each room for. Where did we go to school. Did you go to college? Do you have a degrees? What type of work to do you do? How much do you make? Do you have a banking account? How much money do you have saved? If so, how much have you saved? How many pets do we own? What kind of pets? These questions and others did not settle well with me or my spouse. We thought it was odd that this came from actual the Census and was signed by the director, given it was a generated signature. We shredded it. Also, I found out other people who have done their Census' is getting these as well. All I know is that the new government in office is asking questions that don't pertain to the Census and forgotten the Constitutional rights of the citizens that put them in office and that can vote them out. Or someone/group at the Census office is fishing for information on people.
Census Bureau recently sent several postcards to apartment 3 of my address demanding the resident go online to take a pre-survey of some sort, insisting the occupant was required to do so by law and could get in trouble if they didn't. Thing is. There's no apartment 3 at my address. Derp.

The Bureau simply neglected to specify which apartment they meant the notice to go to. It isn't some crazy conspiracy orchestrated by Democrats or immigrants.
Article 1 Section 2 of the Constitution clearly states the census is for enumeration for representation. Simply put, is is nothing more than a headcount. You are not required by law to answer anything more than how many people live in your household.
I have worked for the Census a number of times. I am always respectful and conscious of people's rights. I find it is easier to get cooperation when you recognize their rights and concerns. I had coworkers who would tell people they HAD to cooperate which of course increase the hostility.
It's pretty simple really: representation in Congress requires the count. And, local planning -- like how many kids will be in what grades -- needs some "personal" information. Also, if a particular question seems too curious, simply answer, "none of your business." Steve said it all: be counted. It's simple and $$ wise. PS: 2019 information gathering is to facilitate the actual 2020 Census. PPS: If Uncle really wants to know about you, all he has to do is ask Google.

Two times in my life I was issued a census form and I answered the first question alone, both times I was threatened with arrest, both times I told them “let’s go, I need a break” I was never bothered by them again.
Yep I toss the forms out, and when they come to my door I tell them to go away. Never had a problem. It's way too invasive, it's way way beyond just a headcount.
The only glaring error, not yours by the way, is the myth that Congress uses it to apportion funding. Seats in the House may be apportioned using the census data but funding is always won or lost after a partisan fight.

I know of the thousands of dollars of supplies like blank forms that were over printed that went to recycling or filled our landfills after the last... let's say our local office was one of 10 in my state... let's say 3 million was wasted just in our office then multiply that by 2500 local offices nationwide... that's alot of wasted money. If you do not answer they send a census taker who asks your children, your neighbors as well as yourself about how many people live in your home as well as other questions AND by observation answer the "Do you have complete plumbing facilities? question, IE, "Do you have an outhouse". In the 1980 census I answered NO to the "Do you have complete plumbing facilities?" question because while we had a shower, did not have a tub which my wife likes, AND we did not have a bidet. . . What is the definition of "complete plumbing facilities" -- SIx months later the county was knocking on the door wanting to help us with "indoor plumbing". Why couldn't they simply ask if we used an outhouse? In the 2000 census my father was counted in THREE districts because he turned in the census form, was then counted in our office which was in a small house and the census taker insisted it was a residence AND he was counted in his lake house the following week. . . The RACE questions bug me because they only want to know about specific races. . . or people of color. I am proud to be Irish. AND in fact the Irish were the FIRST slaves brought to the new world. . . It didn't work out because we didn't hold up to the Caribbean heat and could blend in with the English. . . and later when Ireland was being depopulated by the English we were a discriminated labor group AGAIN in the US.
The census as stated in the Constitution is nothing but a head count for purposes of representation of the people other than that you don't have to answer anything else example would be how many people are living in your household at or above the age of 18 my answer is 3 that's it done don't have to give your name or names of family it's a head count that's it any other information is irrelevant
In my experience, folks that are asking if they have to respond are objecting not to being counted, but to all the additional demographic information that can be detailed and wholly unrelated to representation, which of course is the constitutional intention. Anyone that has been sent the long form version of the census can easily understand how some might feel a distinct sense of intrusion. I won't swear to it, but there may have been a question about my family's underwear size involved. I've been told (you know, by that guy that tells people "things") that you must respond with the number of adults and children in the home, but any other information violates your constitutional right to privacy, etc. so you do not have to answer those questions. Is that supported in current law? And is it possible that there is a privacy/constitutional right issue for the courts to settle, assuming it hasn't been already?
It all pales in comparison to the information about you being bought and sold by the credit companies and the information being harvested from your internet activities. The big difference - in my mind - is that the information sought in the census is useful for many of the things we expect the gov't to do.
Few years ago I was selected to receive 12 monthly visits by a Census Employee. A few of the questions were rather invasive, though they never asked my underwear size. It was a verbal questionnaire and the worker allowed me to answer questions with "I'd rather not say"

They can ask pretty much whatever they want, however they want, though the court does seem to be stuck in some circular reasoning. Much, though not all, of their basis for judgement is akin to the proverbial story of cutting the end off the ham. We did it before, so it is okay to do it now. Though in my amateur experience, that is often the result of the arguments presented by the attorneys and not illogical court reasoning.

the census keeps sending me questions about children in my home. We have no children there are only adults in my home, but they keep sending requests about children.
I have never filled a census and never will. Where I live if you rent a room in your home they double your property taxes. Also with all the government garbage we fill out they know who lives and where. The census here mails the form out and you fill it out and mail it back, prove I got it and I didn't mail it.
I submitted online the 2020 census today with only my name and address and the number of residents in my home. I answered no other questions and I received confirmation that it was complete. They try to trick you into answering the questions by highlighting in red what you didn't answer when you click the "next" icon. I just kept clicking "next" until it continued to the next page. I did this with every page until it came to the end. Keep your privacy.
I actually worked for the Census for one of these. My job was to go out and contact those who hadn't sent in their surveys to basically fill one out in person. There are some things that might surprise you and some of the viewers. They didn't hire just anyone. There was a qualification test for basic math, the ability to read and follow maps, reading comprehension, and some basic checks to try to weed out total nutjobs. I was surprised how challenging it actually was and there were definitely a fair number who'd have failed it. The pay (at least at that time) was pretty decent, especially as you could work your own schedule for the most part. They obviously were fine with working on weekends and evenings because that's when people would be more likely to be home. Finally, while they might not prosecute people, they are well within their rights to contact neighbors, family, even employers to get the information and would so do in extreme cases. Finally, there are two surveys used; a short, and a long version. If you get the short version and don't fill it out, you don't necessarily draw a short version when the census worker comes to your door so you may just want to send it in.
Your experience mirrors my experience as a Census Taker. I also remember people flatly refusing, and we where told look for hints about how many lives there. We had one 2 bedroom apartment that had 10 people who slept in shifts.
In 2010 I answered three. Three people live here. I refused to answer any other questions. The census worker was clearly annoyed at me, but I did as the Constitution states. Nothing ever happened. The rest of the questions are none of their damn business.
As i have told other people, as a Genealogist The Census is a big help to us. The Census can not be access by the public i believe for 72 years last census that has come out to us was the 1940 But they don't ask the question like they use to like. state your mother and father was born in. Do you have a radio. how many slaves you own. But with names and age it helps keep from double counting I've found in my family alone 6 people have been double counted about 10 days apart and up to 21. But i tell you people what they already know what you do roughly how many people are in your household who is in your household. I mean you can fool yourselves that you aren't giving them anything they already don't know.
