I have never seen a red-footed tortoise die from drowning. I have seen them drifting in the middle of a river more than 1 km wide, and they seemed to know what they were doing.

Try a larger PVC pipe in the ground leaving enough room for the torts to climb over with our a problem and put holes along each side of the PVC so the water can get in and it can be graining out to a hole the same size in your fencing, kind of like a French drainage. You can even add the small pebbles on the underside of the pipe. Just a thought.
