You may prepare a proposal with an introduction (which describes the topic and the important variables, and also describes why the proposed study is important ) a literature review section that highlights the important literature on the topic, and a methods/methodology section which describes the settings and participants, the sampling method, inclusion and exclusion criteria, the data collection plan, tools that will be used for data collection, and the statistical methods that will be used for testing the hypotheses. Provide the references as the last section. Objectives and/or hypothesis may be included in the Introduction section itself
