What he said was that efficiency is not enough, there have to be absolute reductions in emissions. Take the IPCC projections. They assume 2% per year global economic growth over the next 100 years AND 2% per year improvement in efficiency at the same time to get growth despite peak oil. Like you they assume the economy will be more efficient in 20 years. This leads to the A1B1, 4-6.5 C warming "worst case scenario". Efficiency only helps if there is no fossil fuel based economic growth.

Good video, but really needs to be re-edited so that we can see the slides he refers to. They are available for download, but it would enhance the video so much more if they were interspersed with the narrative.
