Should hold governments, businesses and other institutions accountable and expose corruption, malpractice, and misuse and abuse of power. They should help to keep the public informed on matters they otherwise wouldn't be able to have access to the information or the resources to gather that information themselves. They provide a voice, promote debate, support the checks and balances on those in power, and document what is going on to help keep a historic record of events. So they are not acting as anything. That is their job.
