If you like to cook potatoes with the skin, but want to wash them thoroughly, you have to get a vegetable brush. I got a few at Dollar Tree, and of course, they are available at Home stores like Bed Bath & Beyond. Scrub up your potatoes and eat that skin, it's is full of nurtition!
