the Rat rods you see in the USA are street- legal? or just "Trailer - Queens"? in Europe anything that is fun is amoralic, make you fat or is ilegal :-(
As long as they meet local requirements. Each state is different. But a majority of the time is you need standard stuff like lights in all the right places, horn, seat belts if its a 70s or newer car, a VIN number on either the cab or frame, and exhaust under a certain decibel. some states require windshields, wipers, engine emissions tests, fenders/fender flairs/mud flaps, doors, etc. For the most part though, it's easy to get one of these pre ~1940 cars street legal since most didn't have ANY safety equipment or emissions when they were created.
