if I remember, you had to go around talking to people that you've maxed a social link with, then afterwards if you get the prompt to leave Inaba, you were supposed to decline it. After that, you head back to the Dojima residence, where Nanako had a letter from Adachi. After you read it (and by extension maxing out Adachi's SL if you met the requirements), you had to head back to the gas station when it rains. Then you talk to the gas station attendant and boom, the final dungeon is unlocked. That's from what I remember
