I'm not as familiar with this album as its 1966 successor 'Blonde on Blonde' (which I overall prefer), but both LPs have earned secure classic status, and remain milestones in the artistic development of American popular music. I respect Dylan's output more than I love it, but he is a genuine poet (relatively rare among songwriters of pop/rock music), and here he is asserting that this homegrown idiom is as worthy of critical attention and analysis as any established work in the Western art-music canon.

When I was 15 (Circa 1984), I could get LPs from my local library. They were all beat to shit and mostly lame titles. I did take this one home and I remember I made a cassette of my fav songs. Like a Rolling Stone Tombstone Blues Ballad Of A Thin Man Desolation Row I would listen to that tape every morning before going to high school. Incredible record. The best is next IMO.
