Manual high pressure prewashing actually decreases wash quality because it makes the car wet, thus preventing the chemicals from staying on the car. Better to just let the equipment wash the car, even in very cold conditions. Besides, manual prewashing takes time and thus can seriously hurt processing, and it eliminates the point to buying the equipment in the first place. That is why Valet and many other car washes operate with no prep whatsoever.
Be as it may...there are still areas on a lot of vehicles that car washes have a very hard time cleaning. I quick high pressure as your waiting for the wash to push you through to me is good. Especially in the summer with the bugs.
If the equipment can't get bugs off with no prep or is routinely missing certain areas of the car, that means they are not using the right chemistry and/or the right tunnel layout. Automatic bug removal is cheap and easy as it can be done with just 1-2 manifolds facing the entrance of the tunnel. The only area which I have found is routinely missed in many car washes is on hatchback/SUV rear windows (especially when there is a spoiler). Entrance-facing top brushes allow for excellent cleaning in those areas.
The worst I find at removing bugs and dirt are the touchless systems. Most of the ones I've been to must not use the chemicals your talking about because I almost always have dirt and or bugs left on my vehicle. It gives it a cleaner look, but not really clean.
