Here we feature one of the best cruisers and the only dollar Cruiser as of posting this video the RF TARK Pyotr Velikiy From Russian Navy.

Personal Thoughts:
The RF TARK Pyotr Velikiy might be slow but it's for a reason, this ship is currently the largest surface combatants ever existed aside from battleships and aircraft carriers.
Velikiy belongs to Kirov battlecruisers class of ships which is essentially battleship size size combatants.
Though lack of guns this is heavily armed with 3 missiles, 3 Grenade launchers and 3 Torpedoes.
This ship might turn and move slow but it is fast in killing anything in it's path.
