I would also add that it might b better to serve chicken or fish because medium rare beef does not go down well with those who have a problem with any beef not well done and those that prefer rare beef will not like medium well. With chicken or fish both are thoroughly cooked. I would also add a vegetarian option and if this is too expensive, eliminate the fish option.

I don't get the "you must all have the same manicure on your fingers and toes." No one will notice. I mean I get not wearing bright red nailpolish, but no one will care if your big toe has a french manicure.

A reception is a thank you to your guests, I would serve beer and wine if that was my budget rather than do a cash bar

My brothers daughter had a cash bar, I didn’t care, we don’t drink. Not only did a number of the guests get blitzed, But at least one guest claimed to be family and started running a tab and left my brother with a 300 dollar bar bill he wasn’t expecting.

she was saying it in response to the fact that he said the alcohol is included in the cost of the venue- i.e.there is no cash bar and she's telling him it was a good choice. Most people in western cultures do want alcohol at their wedding, he confirmed there will be alcohol at the wedding and she's catering to her clients, not to you. It can be considered incredibly rude and not socially acceptable to have a cash bar. They are your guests and it's rude to ask a guest to pay for themselves. The options are an open bar, usually with a drinks package ( a good idea if you think particular people will use up more than their fair share of a tab or bleed you dry), a tab or drink tickets if you want to save money (say 2 drinks each and then you have to pay).
