If it's a good move here, it must be a bad move ALL the other times he doesn't wear sunglasses. Actually, it looks like Steve is just wearing his glasses. They're transitional lenses.

Ivan (the tour guide) helped with locations for GOT so knows his stuff. Great guy, and tour is awesome for anyone interested (source: I used to work as a Euro tour guide, and took people on this tour a few times)
