Most definitely. It was only after watching it um teen times that i realized it wasn't. Once i noticed no vevo, i put 2 and 2 together. +TiminSE yes indeed. He makes the most random references and always has....people don't always catch em though because Jay intentionally chooses not to emphasize his dopest lines. Not saying this is one of them but since the 90s, while most rappers put the focus on their punchlines, entendres, etc, Jay tends to keep his flow balanced so a lot of little things go over ppl's heads since he doesn't say them in ways that draw attention. Oh my god people it's not actually about them being satanist or some other shit. It's about how they feel that they can live this very dangerous, extravagant and "sinful" lifestyle because they don't believe that they'll go to hell for it. The devil in this context is a synonym for hell. "The Devil is a lie, bitch I'm the proof." means that if god were to actually have repercussion for living by committing crimes then they would have been smitten and sent to hell, thus they are the proof that hell is a lie.
