No, not AS quiet as soft cruiser wheels but they are much much quieter than a normal 99a skateboard wheel. And they feel great on rough and smooth pavement
They dont slide well its like a hybrid between hard and soft. Can't do complex tricks with it but you can cruise around good and do ollies maybe kickflips.
