Probably because of publishing rights. That is usually is what gets in the way. They could have included Dead Connection, GunBuster, Arkanoid, Empire city, Dead Angle, Heavy unit.
+Invidente7 yep, but unlike the Lee brothers, these two fight on actual hoverboards (and not those shoddy Smart Balance Wheels that we have in real life)
+John Surgers this was a cult classic, which almost feels like the SNES incarnation of Turtles In Time's Neon Night Riders section (mainly the ''Bonus stage'' which had a 3rd person view a-la F-Zero)
