Universal Equatorial Coordinates take the origin of Vernal Equinox which gives us a constant coordinate system that doesn't change as the earth rotates, but since the Vernal equinox itself is a position on the celestial sphere. So it rotates with the sky. The two coordinates of the Universal system are
Right ascension and Declination.
