I have a theory that shizue is part of lucia's soul and is the seed for the changes in ciel prior to being named and becoming a manas. also rimuru when he was still satoru talked and the voice of the world listened as if he is a creator making an avatar.

This is an epic troll by the way. First off who ever mentioned volume 21 is trolling you as in Japan only volume 20 has been released in Light novel form. Volume 21 hasn't been released yet. And volume 21 of the web novel is not the same as the web novel diverged greatly from the light novel since volume 12. I haven't seen any proof of this being in the web novel either. So whereever this came from is either from the author's personal blog site where he sometimes writes april fools joke short stories, or it's a random fan fiction.

Ah yeah, that would completely change the story. No teaching the children, no have spirit helpers for them. Maybe no demon lord evo. He maybe eould have been in tbe city when it was attacked.. no shion death. No demon Evo.. no veldora till years later. No ifrit in him. So much would change. He only wins against Yuki because of demon lord and also the eastern empire. What about yellow, blanc and violet. Would they agree to serve him??
