You were only around level 18 or so when you faced those secret bosses? I was holding off from going after them until I got to around level 50 or so because I heard they were so tough. I'm level 35 right now.

The Blue Demon is in the ninja village which is north of the denshutai outpost, he is in the roof of the house and u gotta swing in from a nearby ledge
U also needed to have spared li in order for you to see him and he doesn't show up until after you do his bond mission in chapter 3 and return to the 2nd area
Depends at what level/difficulty level you find them. The guy with the white Katana in the cave near the tree by the river is super fast and aggressive af. I found him at level 8 or 9 and he killed me 3 times, before I was able to dispose of him.
Yes there is; go and rest in the long house then while in the long house menu, select the testament of the soul option, then press R2 to get to the area section (map icon) then just select the region you wanna revisit.

They get added to ur arsenal automatically when u buy them or craft them at a shop. To equip the fire or poison arrows hit square while aiming with ue bow.
