Hello Ugur, You should have this available in Robot 2023. The node is located at the Add-ons area in Structural Analysis-Model-Bars-Sections. Hope this helps?
Can I ask which structural package do you have installed? When I go to Attributes -> Bars I can only see "LoadSections" but Releases and Sections nodes are missing.
