I always thought he put out cigarettes on his head. His chronic smoking and the already kinda grotesque character design was what made it plausible to me back then.
It also goes the other way for a lot of companies too. If you're running late at doing your job they'll tell you to clock out before you finish your job and the manager will take over finishing your job to prevent you from getting overtime because they don't want to spend anything on over time. Overtime exists for a reason. Geez people!
Gentle reminder that before this, Rocko was on time, but Mr. Smitty took up the only parking space, despite living next door. Rocko was forced to park five blocks over, in the high crime area, and run to the store from there. Mr. Smitty's a douchebag.
That instance of Rocko being late just before that lecture was ENTIRELY Mr. Smitty's fault. If he hadn't stolen the parking space right up front, Rocko would've been on-time.
I forgot to mention that Steven Hillenburg, the creator of SpongeBob, worked on Rocko's modern life. That could explain the vast similarities between both shows.

You're thinking of the episode where Mr Smitty goes out of town and leaves Rocko in charge. This clip is the episode Rocko's car gets impounded he has to use public transportation. And yes, Smitty is worse than Mr Krabs
I'm so glad to have kind bosses, almost all I've had have been so good to me that I find it hard to believe people this cruel are in charge of a lot of places.
Honestly same, I mean I live in a mostly small town in Arizona but still I've had bosses who were genuinely nice, the first being a college job and my boss was really nice accommodating knowing that I was a college student, my second that I currently have I have a few bosses a couple who've came and gone but regardless are/were genuinely nice and decent.. I mean ok I've had a store director previously who had a bad attitude but for the most part was pretty decent and I had no personal problems with him, frankly I feel this type of boss is incredibly over exaggerated even for a cartoon
