You could download the Offline Elusive Target mod and do a runup and blast run of all the older elusive targets on that. That would be a pretty fun video

1) Dress as a waiter. 2) Use a coin to distract the waiter "watching" the appetizers. 3) Poison with lethal poison while he's chasing the coin. Sorted!

Rogue assassin who doesn't fight back... or suspect of regular looking people being in places that look like reserved to the staff... (i know because i did it SA/SO and got her in the corridor leading to the security room... yeah, THAT corridor. which is never guarded and the waiter woman never notices anything lol) Fun fact: Her NPC model is exactly the same as Zoe Washington, but with different skin tone and suit color. You can notice the similarity if you photoshop in Zoe's glasses on her face. Also, her VA also did Ljudmila Vetrova... ironic, given the skin tone and the hair resemble vetrova's

You're worried about the tie, but I'm looking at that whole outfit. Belt: WWE Japanese Wrestling Champion? and the pants? HAMMER TIME!!!! (don't hurt 'em Hammer!) So basically 47 has gone back to 1990 in order to effectively kill his target? It doesn't help when you're all "Sha-WING!" about the target. I also tried poisoning her with the Malbec in my first attempt, but it seems like she never has any despite the fact that she specifically asks for it. I feel like they decided to take out that opportunity because it was too easy but then left in the dialog where she asks for Malbec. If you get the earpiece and the guard disguise you can call in the snipers on the water tower to shoot her. That's how I got her. I didn't get silent assassin, presumably because the people in the crowd saw me call the shot, but I was very happy that I got it to work.
