“Has always” …apart from when he presumably had a child in his first incarnation in order to then have had a granddaughter. Apart from the 1996 TV movie when he snogged Grace Apart from all the women the 10th Doctor snogged. Apart from the 10th Doctor falling in Love with Rose Apart from 11th Doctor snogging and marrying River (and more implied to have happened off screen) Apart from the 12th Doctor spending 24 years on Derillium with River Song Apart from the 13th Doctor being attracted to Yaz even if she decides she can’t act on it. But of course… they “have always been above sexual thoughts”

It's a tough one this I know some people like the Doctor to be above relationships and love where others are all for it and I think the Doctor is such a great character because they can be whatever you want them to be and with every regeneration comes new feelings, new thoughts. I think it's nice to see the Doctor open to emotion personally :)
