I guess one could use a simple method to translate normal speech to, well, a stream of words like that. All you need is the smallest "tourist" type dictionary you can find, then replace any word that is not in that dictionary with something that is there and approximates the meaning (if it's not possible, don't worry, that will become the "garbled" part.) Then change all the complex and compound sentences to simple ones; you can also separate them with phrases like "let me tell you", "you see what I mean??", etc. As the last step, imagine that you distribute all the sentences randomly to 5 people and they take turns at reading them, but each person has only 10 seconds, and then you interrupt them and move to the next. Easy peasy.
