She could be exaggerating to mean whoever is sucking up to them the most. Like if you get close and are super nice then they will let you do better. So if it was mentioned in the workroom it's possible that they're just accessing someone of getting too close or flirty but not ACTUALLY being sexual. It also isn't necessarily one of the top 2 girls since she kind of said it like "someone is doing it so all the top 2 have to do to break the tie is fuck the producer better".
