Almost every city does this. Free for residents and a fee for non residents.

It makes perfect sense to me. When I grew up, you had to sign up for a card. This means you had to have an ID or a parent or guardian to show their ID and sign you up. Sense non citizens (meaning illegals not people on a VISA) can not legally obtain a state or federal ID, then they can not possibly sign up for a library card that requires a state or federal ID. They are just following the rules and the laws of this nation.

As a citizen of Round Rock, this makes complete sense. If you're NOT A RESIDENT then you pay. But KXAN spends 2:33 minutes reporting on this 'outrage'.How about the 'outrage' of not finding who spray painted the Willie Nelson statue?...

What do you mean? Someone vandalized the Willie Nelson statue? That is horrible. When some kids from Ozark decided to vandalize the Boll Weevil Monument, they were charged with a felony. When some kids took it (it was for a high school football team prank that went too far) it was on national TV with a huge man hunt. And yet they are not doing anything about this? It's Willie Nelson for God's sake.
