You’re actually right. Regulations state that a ship only has to carry enough lifeboats for 75% of the maximum possible capacity and there must be enough rafts for everyone else. Icon has 18 boats which each carry 450 people, and its maximum capacity is near 10,000 people so you are absolutely correct
