The fact that you don’t get bread with pasta outside india is false. I’ve been to more than 500 Italian restaurants in us and Europe , they all serve bread.
bread with pasta is an integral part but in India very few places accompanies bread with their pasta that's because - १. Indian people aren't familiar with pasta accompaniment २. Places try to cut cost exculding bread with the meal

I have been in Italy n number of times. Except fast food places they always server bread basket especially in lunch and dinner. Also in canteen you won't get bread basket.
