Issues resolved in order.
1: Capstan low speed issue. Fixed by finding blown 1am fuse.
2: VU METER lights lost after my inadvertent slip of meter causing a short. Meters and lamps were still OK - thankfully. Fixed by replacing 500ma blown fuse that tested good while in its fuse holder, but not when removed and tested.
3: Tape coumter not moving. Fixed by replacing counter belt.
4: Audio low output issue. Fixed by calibrating potentiometers on the audio and power boards and finding the blown fuse in issue 2.
It is all working well now. Next steps will be to clean, demagnitze, and realign the heads. Then, install the faceplate, outer black case, and bottom plate. I will also add a polarized plug to the line cord and polarize the rear 120v accessory outlet (just something I like to do, hot goes to main fuse side etc.)

Please continue your video series. I know how to clean and demag but am fuzzy on aligning the heads. Would also like to see the installation of the three prong plug.

Will do, however it will be a bit (~3 weeks) as I just delivered both of my RT-707s to an audio engineer in Milwaukee who is doing audio calibration on them as he has experience and equipment (Alignment master tapes, reference signal generator, oscilloscope for bias adjustment etc.) that I do not.
