Rule 91 only sucks to the other members of the team, and only because it wasn’t their decision to make. Gibbs was there way before any of them. He fought longer, gave everything he had. It was time, Gibbs’ decision - and his rule.

Rule 91 also goes against Rule 15, technically. That being said, Rule One is ALSO never let suspects sit together.

The rules above 40 are for emergencies, so that is why some of the earlier rules become invalid.

Sometimes I hated it that they made Gibbs always right. It got annoying. I was glad when the team sometimes stepped up to him.

Saying Gibbs broken any rules he made it like Tom catching Jerry. I understand Mcgee hurting the most out of this but if anyone who is allowed to break any Rules is gibbs.
