It's an attack hit. According to FIVB casebook: "If a player, close to the net and reaching over the top of the net, hits the ball coming from the opponent, the action might be either block or attack hit. During the judgment, the position of the player’s hand(s) or other part of body should be counted, but the height of the ball is irrelevant. The player’s hit is considered as a “block”, if the player stretches reaching over the net to intercept the ball with one or two hands without a classical spiking/backswing movement."

i think its legal as long as the ball leave the third touch completely and moving toward opposing area.

Yes, it will be a reach fault if the opponent han't completed an attach hit yet. If they have, you can reach across the net.

Or is that reaching beyond net

You mean when it fall out of the court? Then it's the blocking team's fault because they're the one who made it fall outside the court

Players positioned in the back row aren't allowed to jump past the 3 metre line, so no.
