it is from the May 2024 joint statement of Russia and China, that both countries "promote the Arctic Channel as an important international transportation corridor, and encourage enterprises of the two countries to strengthen cooperation in increasing the cargo volume of the Arctic Channel and building the logistics infrastructure of the Arctic Channel"

This has been in the pipeline for over 5 years Both countries do long term plans Example Russia in tackling sanction and achieving food security Well China everything it does like shifting to Green tech EVs etc.
