No, we gave them permission to start using them after Russia invaded the kharkiv region a few months ago. The russians thought they could just park the artillery on their side of the border and lob shells into ukraine with no consequences to cover the advance of their army there. If the russians hadn't done that, this permission would not have been granted and we wouldn't be speaking about any of this atm. And putin isn't going to go nuclear, he knows very well that he isn't the only one that has nukes.
