Most US weapons were never really intended for use against an advanced and fairly capable adversary such as Russia. These are mainly intended for conflicts with such Middle Eastern or African conflicts. Not against another true superpower

HIMARs go like 300 miles if they aren’t limited, so I don’t know what she is talking about. This sounds like wishing thinking really. I haven’t heard of JDAMs being jammed either. Maybe if people knew where it was going to go, and the right equipment was there… maybe ? But in general I would guess they are successful. Just like how the Russian munitions are successful a lot of times.
