If you go back to 2014-15, you will see that Donbass already wanted to join Russia and the Donbass army was able to defeat the Ukrainian army. Putin then only had to give his consent. But Putin, on the contrary, proposed the Minsk agreements, according to which Donbass was to remain part of Ukraine, receiving some preferences (regional status for the Russian language, the ability to elect judges and have cross-border trade with Russia). But for some reason, Zelensky refused to implement the Minsk agreements in 2022 and began military action in Donbass.
