Kaliningrad) was placed under Soviet administration, (administration only, not seceded), and the 1990 'Treaty on the Final Settlement with Respect to Germany' where this "administration" was finally confirmed as possession, are no longer valid, since the original signatory, the Soviet Union, no longer exists? I'm sure the Kremlin would happily welcome another 400,000 ruzzian "patriots" back home....
