To end corruption we should start with one-term presidency of 7 yrs. The fear of losing supporters is a key factor in tolerating corruption. Still the executive cannot fight corruption without the cooperation of the judiciary and parliament. The latter institutions need radical reforms. All we need are tough laws and the goodwill to enforce them. Our institutions are so weak that even if you bring engels they will still become thiefs. A change of cabinet without reforming our institutions is just a futile exercise.
