I've had this established for a bit, but I can tell you much more. The witches are the maidens, for starters. Ozpin is one among the recurring line of Wizards with a named related to the Wizard of Oz's full name, which initials out to OZPINHEAD. More evidence for that is the reincarnation of the wizard being named Oscar, which was the wizard of Oz's first name. Glinda was the Good Witch of the south, and Glenda Goodwitch (of RWBY) is likely one of the remaining good maidens, along with spring(good witch of the north). Salem is the wicked witch of the west for a number of reasons: Salem witch trials, and the fact that Salem holds a tremendous amount of power yet was unwilling to directly face Ozpin and co. herself, likely because Ozpin is strong enough to hold off maidens for a time and with the others (Glenda being another maiden) there is no chance she could win alone. Cinder is the wicked witch of the east at this point since she acquired maiden powers, and is noticeably weaker than Salem, much like the power difference between the west and east. Qrow is absolutely the scarecrow, and the headmaster of Haven is the cowardly lion (He was called "Leo," and out of fear for his life seems to have taken sides with Salem after Ozpin's death). Ironwood is Tin Man, as he is considered cold and uncaring, and thus would wish for a heart. Plus the dude is a cyborg, come on. Ruby is Dorothy and there is a lot of evidence for this. First, her name relates to the ruby slippers. Now the real kicker is that in the original conception of the Wizard of Oz, she had silver slippers. Ruby's eyes are silver and are considered significant. Add the central storytelling around Ruby, and the journey she is undergoing that has the integral characters being met at a pace, and you have the Wizard of Oz; twisted, sure, but it's there.
