The first time I saw one of these vans (Chevy G20) done like this on big rims and TVs all through them was done by Oakland Cats; they were known to pull up to the function or Side Shows deep in these vans. Then, in the late '90s and early 2000s, it spread throughout the Bay Area, becoming part of the Hiphy culture with scrapers and box Chevys.
