Chin was a genius. He carried out a number of plots after the death of Carlo Gambino which turned the Genovese into the strongest of the mafia families.
Not 100% true… Fat Tony was Boss. He had a stroke, and retired. He couldn’t handle the retired life and missed all the action but didn’t want to be the Boss. So…. Chin took the top-spot just like Sammy says here and cleverly still had Fat Tony handle most of the Commission stuff and a lot of the day to day. Chin made policy and called the shots on all the Major stuff.

From what I've read and researched, Fat Tony was put there as a front boss, the chin really ran the show and no one messed with the Chin, even Gotti was scared of him.

I liked how they did subtle similarities with Chin and Junior Soprano. In season 1 Junior was the “front man boss” and Tony was the real power, but eventually they had Junior milk his mild dementia to escape conviction. However he eventually got to the point where he was walking around town in his bathrobe and knocking on the neighbor’s door asking for ice cream. They were sort of backwards, but it was obvious there was a lot of inspiration there

Still, if the FBI wants you, they're going to get you and they eventually got him, but not before Gigante built the Genovese family to be the biggest and strongest crime family in New York and possibly in all of North America. The Genovese family ran like clockwork with no real informants which is why they remained so strong under Gigante's leadership, and also why a lot of history of the family is lost to the public because his guys didn't talk. Not only that, Gigante was apparently a beloved boss because he ran things competently and made money for everyone. He's a very interesting and compelling figure.
