Yeah it's a security provided by google if you're phone is stolen then it won't open until you're google account is logged in

You can lock and unlock normal sim, just go to settings find lock sim card and do it from there. You can unlock it after the job is done.

Samsung updated it's security if you didn't know the password the phone will not factory reset. You have to flash it through a pc. I suggest you to go to a local shop or samsung care.

Locking sim means securing your sim card with a password just as you do with your phone. To lock your sim go to settings then security then sim card lock and from their you can lock your sim card
