I want to highlight a critical issue affecting our community-battery storage facility fires. Recently, we've seen an alarming increase in these fires across San Diego County. These incidents pose significant safety and environmental risks, and we must address them immediately.

Very simple solution... Outlaw / prohibit Lithium Ion technology for these facilities and specify use of Lithium Iron Phosphate (LiFeP04) technology. This technology does not have this thermal runaway problem. Battery storage technology for homes has been moving to this already (Tesla PowerWall 3 changed to it from PowerWall 2), and auto companies are already starting to switch over some of their newer models. There are of course always trade-offs between technologies, but the clear advantage of thermal runaway protection outweighs all other considerations.

Jim, my feedback is: Battery facilities need to be installed in underground vaults. Basically imagine a large recessed storage facility which, if a fire occurs the vault is closed cutting off oxygen. A vault also keeps vandals out and keeps batteries out of the sun.

Pass regulations that require a fire suppression system that can actually handle the battery fires and, until they get them installed to spec, don't give them a permit to store those types of hazardous materials. Also, limit the amount of those materials allowed to be stored at one facility.

I don't understand what batteries are being stored. Are they batteries to be installed as replacements in electric vehicles (the commercial) and the SDGE? What are their batteries for? Thanks for the update, I didn't know about those fires and do not want this pollution in our air.

They are lithium-ion batteries - same ones in an electric vehicle, cell phone, or laptop. The batteries he is talking about are for the electric grid. During periods of low electric use, these batteries will charge up and store electricity. During periods of high electric use, the batteries discharge electricity back in the grid. This allows us to have a stable electric grid and prevent rolling black outs. These batteries help us keep the air clear because they reduce the use of coal and natural gas power plants which release carcinogens into the atmosphere.

@@joshn2342323 When these Battery farms catch fire they release HUGE amounts of Hydrogen Fluoride. Hydrogen Chloride and Hydrogen Cyanide gasses. They are not dissipated into the air. (as we are told) They create a toxic cloud that hugs the ground and settle in low lying areas they stick to everything they touch. As a lifelong Escondido resident, I witnessed this in the Escondido Valley on Sep 5-6. Severe Coughing and throat irritation and burning eyes and runny nose were the result. Rain, watering or even washing your car creates Toxic run off that eventually will reach our watershed. This creates a much more significant pollution problem for the public and wildlife than many Gas Fired power plants. If true ZERO emissions are the goal, the only alternative to our self imposed electrical needs is SAFE Nuclear Power. These battery farms need to be banned and removed Immediately

@@joshn2342323 The mining and manufacturing process for these batteries counters any environmental benefit that you are hoping for, and when they burn they cause even more environmental damage. Solar panels can feed the grid during the day. In the evening we can use other sources of power.

These batteries are storing power for the electrical grid. Just like a house w/ solar and batteries.

@@joshn2342323 The energy being stored into them is being produced in the same way as the energy used when the they are not needed. I don't see how that prevents emissions, especially if they are catching on fire. I would think burning batteries release carcinogens too. I'm not saying we shouldn't store energy, and we should try to reduce pollution we just have to be smart about it, the current system appears to have drawbacks. Maybe the batteries can be redesigned or stored or managed in a different way. It bears looking into. Glad the Supervisor is taking it seriously and drawing attention to it.
