LOl No it's not. Those are storm drains. If it was raw sewage, you would smell the effluent constantly through the grates. For reference, you don't. Ken is correct though, the sewage treatment plant is a couple miles away from the video. However, the sewage is pumped out 4.5 miles out into the ocean. All said, I would not be roaming around in it.

@@matteframe No dude. Grew up there and nothing like this shit ever happened and there were plenty of heavy storms. Clearly the drainage system is backed up.
@@mindyrobinson3245 this was literally the rainiest day in SF history. There has never been a storm this heavy. Of course extreme things happened. That isn't a sign of 'third world infrastructure OMG!!!!'
