Ehhh... kinda, but Chopper's the only one who actually has a really good basis for his. (Mild spoilers below) "Asura" has never been given any kind of "proper" explanation, but then again that's not really different from the rest of his techniques, so it's not that bad. Nami got a well-defined powerup to her staff (well before her fight), but the techniques themselves are kind of irrelevant, unfortunately. "Diable Jamble", though, basically came from nowhere, was never really explained in the story, and even though Sanji keeps using it afterwards, and it has a potential ad hoc explanation much later on... The way it starts to get used implies that Sanji essentially has "fire powers" that he turns on or off. I think Oda wants to keep it as a sort of unreal fantastical-kind of thing, which makes it uncomfortable to be introduced to the character so deep into the story, and without buildup. But it's there to essentially just there to make Sanji's fights look more impressive.
