Actually it happens that people can report crime and later with withdraw especially on GBV cases as most women are persuaded by partners to withdraw. In some cases if an individual loses cash or property they can make a report and sometimes the offender will reimburse before prosecution and the complainant no longer has motivation to be a witness. This however does not answer the question being posed to him because the figures of withdrawn dockets are a drop in the ocean compared to the 5 million dockets closed.
These cops either refuse to investigate or they claim to investigate but don't then call later and tell you they have to close the case because there were no fingerprints taken etc. they seem to allow crime to succeed,they never investigate 😢😢never SAPS is a waste of tax with an ANC man in the ministry
Closing a case is as easy as simply an investigator getting angry because you are annoying him when you keep asking for follow ups. There is no superior that audits these closures and brings in investigators to come and answer in an interview on why each case was closed. Its up to the investigator to decide if he is in the mood to investigate, and if he is not in the mood... he does not need to answer to anyone for closing a case.

I used to be a policeman when we still had pride in the job and served the public no matter what! Criminals lost all rights once convicted and going to jail was hard labour and no picnic like it is today with cell phones, TV's and all kinds of allowances. Strange how there was no corruption back then and people still showed respect where it was needed and the law and constitution were upheld.
Why does South Africa not have a DNA database where if someone is charged with a crime their DNA is taken immediately and entered into a database, even for the smallest crime (eg: drunk driving). This will assist the SAP with future cases where DNA can be collected from the crime scene and can be searched through the database of previous offenders whose DNA has been collected. This could also greatly help close a lot of cold cases. I know this will take a huge amount of funding in the beginning but in the long run, it will outweigh the costs in the future and the resources needed for future cases.
To stop the rot of dockets going missing, the question needs to be asked 'what checks and balances' can be put in place that when members of the public report a matter and a docket is opened, whoever handles the opening of dockets should be restricted (if there are too many hands handling the opening and filing of dockets then why should it be a surprise that dockets go missing? This needs to be controlled to a few individuals in a station (very few) that it should be enough to cover day and night shifts and also sudden sick reporting. This is the first thing. Once a docket is opened, the member of the public should be given some form of receipt with the police officer's rank, name and force number clearly displayed there on even if it has to be done electronically (if done electronically, then systems, backups and checks and balances put in place) and that police officer in question has to be accountable and/or some form of system put in place to stop police officers making files or dockets disappearing. My point is at each stop along the way (after a docket is opened) there must a check and balance at each step during the investigation to stop the buggers from being corrupt. Should anyone even attempt to make a file disappear, this will automatically set off a red flag in the system. I do not see why they cannot monitor this matter. If they really want to, they can. Same applies to those who are overseeing the police member/investigating officer that they do their work. At the end of the day, even a police member is caught, he gets clubbed by the law and clubbed hard, not a slap on the wrist. If the police office who initially opened the docket with a case number (and the docket goes missing) and it is not noticed by who he is accountable to, then everyone along the chain of command gets clubbed and clubbed hard. It can be done but it lies with them in taking practical steps to ensure accountability, checks and balances (along with using the internet and technology to record who is handling what and who is in oversight) with severe penalties/punishment. The member of the public will also have the 'receipt' that a docket was opened and if he or she goes back and finds out the docket was closed for whatever reason or it was 'missing', then there needs to be a system in place what that member of the public can do to ensure that nothing funny is going on and have the police being held accountable. It can be done. No excuses. The police work for the public and are answerable to the public. Period!
i personally experienced my docket just being closed due to the Commissioner signing permission to remove stolen property from a storage facility. The value of goods were over R1 million and I just get shrugged off. Maybe I should contact DA to have a look into my case file!
My recent case, in which 3 of my laptops were stolen, was closed despite my providing video surveillance as evidence. The decision to close the case without further investigation is baffling. Given today's technological advancements, it seems like a straightforward process to use facial recognition to identify the suspect in the footage.
I'm a victim of a closed case of a car hijack at a gun point which I received through an sms even after I gave police officers the suspect's name whom since disappeared from 2018 just after hijack until today. It's painful to have seniors whom all they do is to be defensive than investigating cases.

It was done because SAPS is LAZY. My house was broken into and property was stolen. The IO did not even visit the scene once. She phoned to say she was closing the case because she had no leads. I am saying that that USELESS policewoman DID NOT investigate my case.

I can believe 4 million dockets simply got closed, i know a person that was brutally gang raped (in a so called affulent area- table view) just over 2 decades ago, police or detectives didn't even bother following up with them, let alone do an identy kit. That is when an artist draws the profiles of the suspects. Person was never offered counseling ect. So yes I can only imagine just how bad it really is.
