If they need to go for longer distances, they would use their jets, helicopters or yachts. How else would they be able to flex on 'plebians' if they were to go over the speeds when it is easy to notice the car? That's the whole point I guess.
They come as an LED assembly and if one diode dies you need to replace the entire assembly. the assembly for my 2018 Camaro 2ss (I'm not rich lol) was over 1500 including installation. You're correct in your thinking but the assembly for a Bugatti Chiron is likely around 40 000 including installation. Many super high end automakers require all work to be done at specific facilities and an owner also has to pay to have their cars shipped to these facilities often located in far off Countries like Italy, France or Germany.

I've seen these comments way to many times "He doesn't drive his cars fast enough" "Why the central of London" "Why not on the Autobarn" etc.... Cars (of any league particularly supercars/Hypercars) are made to be driven. In all conditions, whether it be heavy traffic, on the highway cruising, or just driving to the shops to get some milk. So shut up and deal with it.
The owner isn't from London. He just sends his cars there. And you can go more than 30mph. You just have to have the nerve to do crazy speeds in the city.
Do you think they take those cars to be able to commute efficiently and quickly? XD They are often heading to restaurants in central London when it would be at times faster to take a walk. The whole point is they can flex their wealth if they are stuck in traffic and driving slowly.

That dumb lamborgini is the biggest waste of money. I dont like all the fins, diffuser stupid looking. It doesnt even look good. The regular lambo looks way better. Its like :let put dumb fins everywhere , too low to the ground, roads are not made that way. I had a BMW540i and had suspension put on it and they lowered it without telling me. Was so stupid, soon as you hit a dip or a v in the street the freaking thing diggs into the street, the parking curb stoppers catch under it and PULL THE FRONT END OFF!!! Was a total nightmare.
