Well I don't want too be the guy too tell you you might be mistaken but I think that is for certain species, like carp and catfish. Some trout grow too big too navigate streams until they flood If they flood at all. Some fun sh can outgrow their environments that's why alot of fish keepers have too switch too bigger tanks.

Whenever my family first moved into a house with an inground pool, we had to fish a very large crayfish out. No idea how it got in there. The nearby pond was about as far as this one is. We definitely didn't put it in there. If the area they live in floods, I wouldnt totally discount it.
