You need to have enraged mode active to use this attack, to activate enraged mode you need someone who is Tesla Woman to be defeated or beat the "Tesla Woman Must Die" mode (Good luck in this mode you will only have 1 hp)

Basically, to put it simply, someone needs to be using Teslawoman or Upgraded Teslawoman and then they need to die. A alternative is to get the Teslawoman must die badge, which is gotten by interacting with a grey and red box before the brown telescope boss fight and then beating said boss fight. (The grey and red box sets you to one hp so try not to have a mental breakdown)
