"Stranger Danger" was taught to kids who were also taught to "respect your elders". The 80's mentality of "only strangers hurt our children" got a lot of kids hurt by the family and family friends they were supposed to respect.

In regard to the "lost puppy" story; no, things have not changed much. The amount of information about such incidents that we are exposed to is more because of the internet. It's always been very risky to let kids walk about alone. It also sounds like your sister did have a stranger danger talk with someone at some point too.

⏩Did you notice how the woman whose house was robbed never gave a thought to what might've happened to the house cleaner if she'd been there during the break-in? Her only concern was for her self and her family. Very telling. Also...she's pretty naive if she thinks dogs are all you need to contend with a dedicated criminal.
